Pattaya Central Hotel is a good example has a rack rate of around 2000 baht a little over $56 USD when asked at the desk on a slow week during the high season the rate dropped to 1390 a discount of $16 now it don't take a math major to see that if you stayed like most for 4 days that you would have saved $65 to me that works out to a extra day on the road if I have a burn rate of $50 a day not counting visa and flights which is a good zone for me personally

AA Hotel is a good example of a discount Hotel in Pattaya they haven't quite made the jump to the 21st century It is damn near impossible to make a reservation for this discount hotel over the internet yet they say that they have it in place but it don't work so the rates for this hotel are deflated from what they should be Air con hot water very nice pool overlooking Pattaya bay close to walking street only 850 baht a night quite the steal in my opinion.
New BR Inn not so new anymore a bit haggard actually but comfortable and safe and most of the features work a bargain for its location half a block from Pattaya beach wanted 600 baht for Pattaya and the location a good discount hotel find with a pool no less I asked and I received a rate of 500 baht that covers my expensive star bucks habit and all I did was ask for a discount
